ILLINOIS RENTAL PAYMENT PROGRAM begins May 17, 2021. The Community Investment Corporation of Decatur, Inc. collaborates with the Illinois Housing Development Authority to assist landlords and tenants with COVID-19 related rental payments for a five county area in central Illinois.


The Community Investment Corporation of Decatur (CICD) is again collaborating with the Illinois Housing Development Authority (IHDA) to connect landlords and tenants to assistance applications beginning Monday, May 17, 2021. CICD is utilizing current staff and additional contract workers to outreach and work with landlords and tenants in need of COVID-19 related rental assistance in DeWitt, Macon, Moultrie, Piatt and Shelby counties.

IHDA is administering $500M+ from the Consolidated Appropriations Act of 2021 to prevent the eviction of tenants unable to pay rent due to the COVID-19 pandemic as well as assist housing providers from going into foreclosure on rental properties. Coverage may include 12 months of rent arrearage plus three months of prospective rent from the period of June 2020 – August 2021. Maximum grant amount is $25,000 per rental until with any awarded assistance paid directly to housing providers. Approvals and payouts will occur in late spring 2021 and the program will close in September 2022.

The completion of an application is not a guarantee of assistance. CICD staff are available to assist individuals with navigating and completing the application process by phone or in-person as needed. The application portal is open from Mary 17, 2021 until June 6, 2021 and is available to access at ILRPP.IHDA.org. To receive assistance with the application process, please call 1-888-807-0561 and an operator will request specific intake information. A CICD staff member will follow up to explain details of the program and complete the application if eligible.
